code the sell pays and builder_fee_per_contract its fee per contract, in
FLOAT_SCALING of the $1 payout. Predict caps the fee at
protocol_config::builder_fee_cap, records it in the order's receipt, and
checks min_proceeds with it, and the fill pays close_quantity * fee, rounded
down, to the code, capped at the redeem value left after the trading fee.
