Function admitSellWithBuilder

admit_sell for a sell that may name a builder. builder is the code the sell pays and its fee per contract, or none, which admits exactly as admit_sell does. Admission caps the fee at protocol_config::builder_fee_cap, records the code in the receipt in place of the mint's along with the capped fee, and prices the close's floors at the clock with that fee. The fill charges the recorded fee. Aborts as admit_sell does, and, for a sell that names a builder, EBuilderFeeCutoverNotReached until the version watermark reaches constants::builder_fee_version!().
